The thing was that all real rifles were sent directly to the Navy and Army training camps once manufactured. So new recruiters were using dummy rifles to learn the basics of handling and aiming until real rifles became available.
After WWII, the company switched to producing toy rifles applying the skill it gained making dummy guns. Quickly Parris Toys' guns expanded from only military rifles to frontier firearms, cowboy-style firearms, air pistols, civil war muskets, and guns of the American revolution time.
