A receiver with trigger components is considered a full-fledged firearm, and its production, import, and sale require an ATF-issued license. Every gun receiver has its own serial number for the purposes of inventory and tracking.

Some firearms, like revolvers and break-open shotguns, have one-piece receivers, whereas guns with detachable magazines, like semi-automatic pistols and rifles, are multi-piece weapons. Currently, the second type is more widespread and constitutes the majority of firearms in the United States. It comprises two parts: upper and lower receiver. The lower part usually houses components of the trigger group, fire control group, and a magazine. Since those are vital-for-firing parts, gun lowers can often be found in the firearm section and not in firearm parts.
